If I remember correctly, Ash's Chikorita used Vine Whip a couple of times in the anime. So, even the officials fail sometimes in that regard. Besides, you can always just say that Chika's dad knew Vine Whip.

I remember that, too. I guess I'll use that excuse if it becomes a federal case. X3
